Contract Strategy & Procurement Services

PCI has provided commercial advisory and contract establishment services to VicRoads on various projects and contracts.

 

PCI supported VicRoads to establish a road construction project alliance to widen the Tullamarine Freeway to Sydney Road section of the M80 Upgrade Program.

 

As Alliance Facilitators, PCI supported the strategic planning for the procurement process, including the development of RFP, facilitating interactive selection processes with tenderers and commercial alignment.

 

More recently, PCI helped VicRoads develop and introduce a process for making D&C contracts more collaborative in order to improve value for money and certainty of outcomes for a project that was positioned at the riskier end of the range of projects suitable for a D&C approach.

 

PCI’s role included helping VicRoads select the options for collaboration to design the overall procurement process for the Dingley Bypass Project, facilitating interactive tenderer sessions, and running a detailed Risk Allocation Guidelines process to help parties explore and agree which party should bear each project-specific risk. We then ran the market facing process and conducted a post-implementation review involving the owner and both successful and unsuccessful tenderers.

 

This process resulted in reducing bid cost for tenderers by improving clarity of requirements and enabling better targeted tenders and establishing a collaborative culture during the tender phase which would continue through delivery.

 

We also worked with VicRoads develop and introduce partnering and alliance-likecontracts for roads maintenance in a way that enabled contractors to take responsibility for outcomes and determine maintenance priorities, while preserving budgetary discipline and value-for-money.
