PCI was commissioned to conduct a review of contractor performance using both objective and subjective measures, including performance reports, cost trends, external benchmarks and a 360-degree survey of perceptions of alliance performance.  We identified key issues limiting performance, consulted with stakeholders regarding various options and provided recommendations involving remedial actions.
