Alliance Establishment – Lielahti-Kokemäki (L-K) Rail Upgrade Project

In response to the Finnish Transport Agency’s challenge to the infrastructure industry to lift its efficiency level to be the best in Europe, the FTA engaged Jim Ross to help them explore the strategic role of alliancing in changing industry performance and then educating all sides of the industry on the principles and practices of alliancing.  This work culminated in PCI assisting the FTA to establish its first ever alliance in Finland – the ~€110m L-K Rail Upgrade Project Alliance.  This project was awarded project of the year in Dec 2012.

Consequently, alliancing is being well received in Finland and a second alliance has been established – the €200m Tempere Tunnel Alliance.  The City of Espoo, just outside Helsinki, is considering using alliance in the €120m tunnel project in Keilaniemi.
