Jim Dingwall led the establishment of the South Morang Rail Extension (SMRE) alliance - Victoria’s first major new piece of rail line in more than 30 years.
 
This $600M project involved rail infrastructure in a highly brownfield environment close to private dwellings.  PCI acted as commercial advisor & alliance facilitator, including designing the procurement process, developing the RFP, negotiating with stakeholders, helping develop the agreement, managing the assessment process, and finalising evaluation.
