Initially engaged to review governance and performance on the main Aircraft Carrier Alliance in the UK, Jim Ross then facilitated the establishment negotiations with the already-selected contractors to set up a pure sub-alliance underneath the main Aircraft Carrier Alliance that was not a ‘pure’ alliance.   This was completed within a very ambitious timeframe.
 
This sub-alliance is recognized as one of the Ministry of Defence’s outstanding procurements.
