City Rail Link Ltd – Auckland City Rail Link Alliance Establishment
CRLL delivered New Zealand's largest-ever transport infrastructure project: a $5.4B underground rail link, including 3.5km of twin tunnels and two new underground stations serving Auckland's CBD.
Mid-procurement, CRLL shifted the Stations and Tunnels Package (C3) from an ECI model to a Project Alliance, and expanded its scope to absorb the former C7 package plus 9-car train works — creating a "super-alliance."
PCI's role:
Supported CRLL's shift in strategy from ECI to alliance, developing the alliance procurement and establishment plan using a twin-TOC selection process
Provided input to the RFP and other market-facing documentation
Ran team preparation workshops for CRLL owner's team
Structured detailed compensation terms for the alliance contracts
Facilitated proponent selection interviews and behavioural assessments
Facilitated commercial alignment on contract terms and on target adjustment (variation) guidelines — critical to embedding a genuinely collaborative mindset
Outcomes:
Alliance dynamically rescheduled and rebuilt momentum after Covid-19 shutdowns, earning high praise from project directors
All civil, track and signalling works completed and the 3.5km twin-tunnel infrastructure handed over to KiwiRail and Auckland Transport on schedule
Achieved a "Leading" Infrastructure Sustainability (IS rating 81.34) and a 23% reduction in lifecycle greenhouse gas emissions
Secured maximum points for cultural narratives and water quality safeguards, in alignment with local Mana Whenua
